Rainbow Steam Cake

This rainbow cake uses a different technique than most rainbow cakes. Instead of baking all the layers separately, then stacking them at the end, you bake a layer, pour the next layer on top, bake both of those, etc, all the way to the top layer. The “steam” in the name comes from a pan of water you sit on the bottom rack of the oven to keep the cake moist.
